Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. However, the AFP, citing a Pentagon official, said the U.S. hasn’t yet seen evidence that Belarusian troops are in Ukraine. Such instructions could actually endanger people — citizens receive air strike warnings via smartphone alerts.
